In the aftermath of the 2000 election a group of news organizations commissioned the National Opinion Research Center "to view and characterize the ballots that did not register a vote for president in the November 2000 Florida election". Affliated with the University of Chicago, NORC put together a study of the uncounted Florida ballots and published findings on their website as the Florida Ballots Project .
The sponsors also created the Data Analysis Working Group (DAWG) to apply expertise to the information developed by NORC. DAWG released its findings in November of 2001 including speculation about the impact of recounts under various vote recovery scenarios.
